Prime Minister Yoshihide Suga has declared his intention to turn Japan into an international financial hub. A major objective of this strategy is to provide an impetus for the revitalization of Japan’s post-COVID economy by attracting regional headquarters of international financial institutions, highly qualified workers, and investment money. Similar plans in the past have come and gone without much success. What kind of reforms should Japan implement to take advantage of the new opportunity?
